Where is the Move Deleter in LG/FR?

I'm surprised no one has posted this here yet.
It seems that next week a Japanese show called Pokemon Sunday will announce
a new Pokemon game, and there is a strong likelihood that it will be a
remake of Pokemon Gold and Silver.  This idea has been speculated upon since
