What level does the succ go stealth? and cant be seen by lower levels?

So for those who actually read my posts (and don't have me KF'd, heh),

Every once in a while I'll come across a trail of mob corpses some other
player(s) left.  Sometimes I can skin them all, sometimes none and sometimes
some.  Why aren't some of them skinnable (I am referring to mobs that are
always skinnable when I kill them and skin them myself.) ...
