Looks like today is not the day for the patch

In the past I have designed Sims, popped them into the neighbourhood just to
see how they look, and often deleted them and gone back to Body Shop to
tweak a face here and there, then try again.
Now, looking at the neighbourhood characters in Simpe I was aghast to see

When you download clothes from other sites how do you get them into the
game?  I have a bunch of outfits sitting around in a folder but no clue how
to get my SIMS in SIMS2 to wear them.
