Have a Good 2005...Pico

Okay, I know this isn't the TSR newsgroup, but I couldn't find a
helpful answer ANWHERE on their site.. I have a bunch of stuff that I
downloaded from them, and put into the My
Documents\EAGames\Sims2\downloads folder just like they ask.. But NONE

One of my sims got engaged while at university. Now he has graduated. He
can invite his fiancee over, they're still engaged, they're still in love,
they can whohoo no problem -- but they can't marry. There is no "Propose"
interaction when I click on the fiancee; I got a wedding arch ...

Hopefully someone can help me. My sim needs to WooHoo in public. When I
checked on it..it said that I needed to find a clothing booth, and invite
someone in. Am I overlooking something?  We can't go anywhere in Sims 2.
Maybe I am crazy...lol  Anyone have any answers??
