Neither, I can not find the Refuge in the Race Mode.

I have been completed 99% of career mode in NFS Most Wanted
BlackEdtion. No matter how i try, I cannot enable heat level 6, and
Cross has never after me.
If anyone knows the way to enable it, please help me.
