I'm near the end of the main missions and am attempting to take over turf
before commencing the Riot mission.

Can we please start a petition to Rockstar to include a multiplayer

Just leave Las Venturas and e.g. take a plane to San Fierro. When
you come back to her house, Millie will almost always be at home.
