Everything I've read here and elsewhere says that overflow on production and
research is not lost, but is allocated to the next item, so that it is not
neccessary to micromanage these things.
You can easily see that that is true for production, as the overflow is

I've noticed that when you select this option, you seem to end up
boring, rectangular shaped land masses.
I find Fractal produces much more satisfying results.
Also, there's a 'resources' option in the custom game screen

What combination of traits, buildings, civics & wonders would be best
for this?
Certainly Barracks, Vassalage, Theocracy & West Point must be involved,

The introduction movie, image on the main menu of that sword-wiggling
barbarian and the song that goes with it. I love the introduction movie and
"Baba Yetu" in the vanilla game. I hope they bring them back for
"Civilization IV: Build the World".
