Is it possible to get a leader from a battle with barbarians? (civ3) I have had numerous succesful battles with an elite warrior against barbarians, but never got a leader. Perhaps this tells me the answer to my question...

I'm playing Asoka and am building a huge culture city next to Incan Macchu Picchu. A while ago I got the message about "an Indian revolt in Macchu Picchu", hovered my mouse pointer over the city and noticed that it was only 18% Incan. A few turns later, I check up on the city again ...

As a builder, 'Expansive' would be first on my list, with the 2nd trait depending on how I feel at the time. For Civics : Gov't : Representation/Universal Suffrage

I have won just the once on monarch lvl since Warlords came out. I can have a good start but then aropund 1000 AD a good few of the civs just race away ( Trying to build some wonders, have gr8 people, resources, lots of trade
