OH NO! ANOTHER CONSOLE EXCLUSIVE LOST... well, it's no big shock,
since Grand Theft Auto has been on the PC since the first top down
action game all the way through to Grand Theft Auto III: San Andreas.

That's the non-surprise of the year. Too bad my PC hasn't a hope in hell of running it.

Wasn't this always an assumption? GTA has always been on the PC.
