Hello! I got Blue Edition a few weeks ago. Now I need Surfer. Where is
it?

If you mean the HM 03, which teaches the Surf technique, which allows
you to ride a Pokemon across water, you can find it in the Safari Zone.

I assumed he meant the original Blue, but my data comes from my Fire
Red/Leaf Green Player's guide. However, Volume 4 of Pokemon Power
confirms this. You have to speak to an attendant in the secret house
in Area 3 (there are two).
