Eon tickets aren't in the game, it's some sort of device you can buy, isn't
it?

Ah, you must be referring to the eReader.  The eReader is a device that
plugs into the GBA and reads special eCards.  There are many types of
eCards; some produce games or images in the eReader, while others (such
as the Eon ticket) unlock stuff in other games.

To have the eReader unlock something in a GBA game requires a second GBA
and a link cable.  You put the eReader in one GBA, the game in the
other, link them via the cable, and turn them both on.  You can then
swipe a card through the eReader to unlock or recieve something in the
game.  Exactly when you can do that depends on the game, and I don't
know when you can do that with Pokemon.

does the eon card work with any other games?

I'm pretty sure it's only designed to work with Pokemon Ruby, Sapphire,
and Emerald.  Maybe Fire Red and Leaf Green.  I doubt that it serves any
other function.

It came out in a mag and you needed a card scanner to read it into the game.
