All of these "Walk 10 billion steps" or "train a pokemon named Skimmy
to level 100 at the cave of origin(which doesn't even have wild pokemon
in it. o.0)" are all fake rumours. The only way is to get it from
Colleseum. That is the only legot way so far, but hopefully there is
another one. If you want to cheat using Codebreaker or Action Replay,
do so if you like. There are rumours that it can be caught via a
glitch, but those also may be lies.
