Shiv 3 energy cheaper. but no dmg just instant poison
OR
Sin Strike which has been the staple till now, which is wep dmg + 130
odd at lvl 70.

Shiv's purpose is to immediately poison the target, without waiting for
the poison to be applied "naturally". It's not meant for damage. Sinister
Strike is still your main attack.

In almost all cases, shiv is used to apply an "effect" poison, rather
than a damage based poison.

For example, certain bosses have an enrage effect that can be
dispelled via anesthetic poison. Thus, a rogue would shiv the boss
during the enrage, in order to dispel the enrage as quickly as
possible.

It's also common to shiv crippling poison, if you need to kite a mob
(or a player in pvp). Typically, if you need to kite something, you
need to kite it immediately, and shiv is the only way to guarantee
that.
