Probably they just have better gear. At level 70, the best gear is from
Sunwell, Black Temple and Mount Hyjal. Go run those dungeons and get
better gear. Once you get it, be sure to enchant and gem it also.

Hit Rating decreases the chance that your spells will miss. Hit Rating
does not increase damage (aside from the obvious that a missed spell does
zero damage.)

Crit chance is just what it says -- the chance for your spells to crit.

Hmm I'd say Arcane Mages and Fire Spec Mages hit the highest
Arcane being the Highest and fastest Spec for Burst Dmg

I'm 1354 and Arcane Spec and have a low Crit Rating but my crits can
hit say 5000-6000
I'd say around 1500-1700 would be needed to get a 5000-6000 on a more
regular basis
with 1700+ being needed to reach say a regular hit being 5000+
mages regularly get 2000-3000ish Attacks these days I'm not even for
Fire but I opened it for PoM Pyro and I can get 3800 on it
most Naxx guilds on my server ask for 1700 sp so i'd say start with
that
Hit Rating effects Spell Miss not dmg
and Crit Rating reflects the % of times you spell cast that you'll get
a critical for additional dmg
it varies the amount but I don't think it can excedd ur base Spell dmg
