Cosmos had this, but I'm trying to move to a tighter, more focused
collection of addons.

If you're not part of the solution, you're part of the precipitate.

I think TinyTip (or one of its plugins) can do that.

It can, but the current tinytip is a bit buggy.  Look for an old one of
somewhere like wowinterface.com

I believe that CT_Core can do this for you.

Mmmm... CT Mod is lacking in lots of nice little things like scrolling
to zoom in the minimap that Cosmos had. It also seems like it's not much
different than the Blizzard UI. More focused from my POV shouldn't mean
less feature-filled. I'm now looking at compilation packs and think they
might be a good move while I'm getting to grips with non-COSMOS mods.

the only part of CT mod I'm running is CT_Core, and this only for the
ability to move the tooltip where i want it.

I use TooltipWrangler to move my tooltip.
