How to use the "y" command to play wav files to other players

I recently played on a server where some keywords, typed in the "y" command, would cause a wav file to be heard by all players rather than displayed as a text message.
Examples: "ha ha" would cause a sarcastic laugh to be heard.
Does anyone know how to configure the server to use this functionnality?

I tell you, we had a very fun time on that server where this was implemented. No insult, but some funny vocal messages. Or compliments, like "well done", "come again", "wow!", etc. "Ha ha" can sound like mocking out of context, but believe me, in that game, we were all laughing.
No tool is good or bad; only the use one makes of it.
So, I ask again: is there anyone who *knows* how to implement that feature?

Ok, Philippe, then maybe you should have been more descriptive the first time around since I've played Counter-strike and it's mods' for many years.
I can't answer your question I'm afraid but glad to hear you're not one of the many a.sholes that ruin the public experience.

I understand your reaction: I also do not like when people come to throw insult messages or mock other players.
Someone else explained in this thread how to do it. If one day you come to my server, we'll have some fun. My player name is "Philippe", and I often play with my brother who is "angelwings". He is beginning, but progressing fast and likes to taunt stronger players! :)

How can I force the download to the client(s)? First time I met this function in a server, I got all the files downloaded automatically.

You can't force a download to a client. the client can disable downloads (cl_allowdownload 0) and there's nothing you can do about it.

However, I do not mean "to force", but "to cause". (Sorry, English is not my native language.) When I played on that server the first time, all needed wav files were downloaded automatically on my machine. I did not change any settings, so I assume that it is possible to cause such a download with the default settings.
So, how is it done?

Am I right in thinking that you can mute these idiots and their wavs, or do they override the 'mute' icon?

no need to be impolite. If you do not like a server with wav sounds, why, just go to another one or put a server up on your own machine.
I use sounds to have fun *with* my friends, not *at* my friends!
