You have to switch it on first, then you can access it using the ~ key.

Steam.exe -applaunch 220 -dev -console +sv_cheats
You can also enable the console from within the menus somewhere

minor nitpick, but there ought to be a 1 after +sv_cheats
As a general rule of thumb when it comes to command line arguments for
HL/HL2 - nearly all console commands are valid as commandline args when
you prefix them with a + sign, as per '+sv_cheats 1' in Peter's example.
can be handy for enabling cheats and troubleshooting type commands -
also essential for running HLDS (dedicated server app)
