I just bought the Orange Box for the PC (now in addition to my XBox 360
version - holy multi-platform, Batman) and during install it gives you
the option to give your old games as a gift.  I didn't choose that
option and then I didn't choose to install HL2 and Episode 1.  Will I
still have the option to give away my old games in the future?

I didn't purchase the game through Steam, I had a Best Buy gift card and
they had it on sale this weekend.

Have a look at your 'My games' screen in Steam (expand it if you have it
minimised).  The titles at the top are 'Games', 'Status', 'Gifts',
'Update', 'Metascore' and 'Developer'.  Next to HL2 and HL2:Ep1 I have
'1 Gift'.  If I click on the link I get the games listed with a status
of 'Unsent'.  I can choose one of those and 'send' it to someone with a
Steam account as a gift.  There's no rush either - the gifts do not expire.
