leaving steam intact after format and os install

hi all,
i have steam installed on D: hardrive
my os xp on C: hardrive
i need to format and reinstall xp on drive c:
will i need to download all the steam games again?
or will the steam installer detect all the steam games
stored on drive d: ?

You don't need to run the Steam installer, just delete
clientregistry.blob and run steam.exe. If you want to be paranoid,
backup your games with the steam backup facility first.

Throw a shortcut on your desktop when you're done (for convenience), and
Steam should run the same as before.  If there are any issues, exit
Steam, delete ClientRegistry.blob file, and restart Steam.

You may have to delete clientregistry.blob, but the Steam games will
still be intact.

Nope

Don't run steam installer
Delete clientregistry.blob and start Steam from the d:drive after
reinstalling your OS
