Aha, so when Steam servers where down it still wouldn't play offline
because it DID detect a network. Maybe a small fix here then to make
it play offline ANYTIME it cannot contact the Steam servers (even if
there is a network). That would work much better I think (no need to
unplug the network if Steam is down or my cable-connection is down).
I guess, the problem today was that my ISP was down, BUT my router was
online with it's build in DNS server. So then Steam would not go
offline (it did see a network and a DNS server, right :-)

Once its all up and working exit Steam and then block it in your
firewall. When you restart Steam and it can't see a connection it
'should' ask if you want to play in offline mode. No guarantees (I
haven't tried it) but I can't see why it wouldn't work and you may find
it easier than pulling cables out.

Nope, that doesn't work - Steam can tell whether or not there's a
connection regardless of its status in the firewall.
