Any way to edit config files WRT password? And/or to play offline without turning off my DSL?

I'm not sure whether the problem is on my computer, or whether Steam's gone
to Mars at the moment, but - I normally play HL2 (single player) in offline
mode. I set it up for offline because when I purchased it, I was on dial-up.
A few months ago, I got DSL, and now find that even though the game is
configured to allow offline, the only way to actually play offline is to
switch off my connection before I start the game (which is a PIA).

So my first question (which I suspect the answer to is no), is as to whether
there's any way to start up offline without turning off my modem.

Secondary, and more important issue:

Last night, the game was running fine both on and off line (I started it
once with the modem off, it went into offline; later started it again,
having forgotten to turn off modem, it started up online but ran).

I'm trying to continue my game today, but when I try to start offline (e.g.
with the modem switched off), it tells me it can't start up because the
account information isn't on the local computer.
When I try to start online, it asks me for my password (which it shouldn't,
since it's been stored since August of last year), then won't connect. It's
given me a variety of error messages, including saying there is no account
by that name, then that Steam is having trouble connecting to the servers.

At any rate, I'm wondering if anyone can point me to where the password
should be stored locally, and how to edit it so that I can at least get
started up offline...

Steam authentication is a pain in the butt atm
Plainly spoken: It does not work at all

Hopefully they'll be able to solve the problems very very fast :(

Well, it's good to know it's not just me, then. Although it's not
surprising, since after posting here, I found that the Steam/HL online help
pages are currently unreachable.

No easy way that I'm aware of i'm afraid (Blocking it with the firewall
doesn't work)

I think its stored in the ClientRegistry.blob along with all the other
Steam settings - although, you can't simply edit that and expect
something to work.  The best way I can think of is to rename
ClientRegistry.blob to something else and start steam afresh with all
its settings removed (That file gets created by Steam if it doesn't
exist already).

Thanks! I was fairly sure that was the case, but it was worth asking.

I'm now fairly sure the issue is with the Steam servers rather than with my
computer; but that'll give me something to work with if I still have
problems once they get it sorted out.

Go to Network Connections, right-click your LAN/HSI, select Disable.
Now start Steam and it thinks it's offline.  To turn it back on, just
right-click again and select Enable.  Mine is set to show up in the tray
so I do it right there.  If it's already asked for your password then
it's too late to do this, but it should work in the future for offline
(once you've re-authenticated with Steam servers).

Thanks! I dragged the shortcut from Network Connections down to my Quick
Launch toolbar, and it works great. *Much* easier than fiddling around to
physically switch off the modem!

BTW, Steam's back online in my area (Maryland, about 1:30 in the a.m. - I'm
having a fit of insomnia <g>)and I was able to connect & re-save my password
with no problem, then disable the modem & start up in offline mode.
