Nice to post something positive after the problems. I received a reply
from Valve support today quoting the following information:
"Hello,
There is a configuration issue in our system which is affecting
purchases on your account
- I must manually approve purchases on your account until our technical
administrators have the
opportunity to reconfigure the settings.
I have unlocked your account for your next purchase."
Just tried with the same card as before and all has gone swimmingly.
Looks like their verification system is a bit too OTT in matching up the
correct data and they've had to temporarily roll back the security
checks a little. Further research online from others experiencing this
seems to indicate this is a temporary fix and if I want to purchase
something again before their technical admin fix it i'll have to go
through the process of contacting them again for manual unlocking.
I did contact the credit card people as well who said there has been no
action on my account and nothing declined so it look's like it's a
problem with valves own system before it get's that far.

You're welcome. Glad you got the purchase through! I just got through
with a) finishing Episode I and b) playing HL2DM online for about 4 hours.
