"GIF Animation like" for sprays, how?

The other day someone was spraying around what looked like a GIF
animation, but it couldn't have been a GIF file as HL2 doesn't support
it. Could it have been a VTF file then? If so, does anyone know a
utility that would convert to VTF from either GIF or PSD?

Google animated spray logos for HL2 and you'll get heaps of hits.

While we're on the subject of googling for utilities, I have a question...

Does anyone know of a utility that will convert a HL" MDL file into 3DS, LWO
or DXF?

I can't use any of these formats directly, but I'll be able to import them
as a "3D rotoscope" to make my own model files (also MDL extension - just
not the same format).

I did Google, and it seems that all the hits I get are for 3DS plugins, not
converters. I don't have 3DS max so I can't use the plugins.
