Ok, I will try to be succinct as possible.

AMD Athlon XP 2800 running at 2.2 GHZ
MSI K7N2 Delta-ILSR Mobo
768 DDR RAM
Latest platform drivers.
Latest Mobo BIOS.
BFG Geforce 6600 OC AGP 256 DDR Video card running 77.77 drivers.(Tried the
latest as well as a couple other 8*.** series as well.

I am replacing a GeForce3 ti200 with 128 mem.

My GeForce3 would play many games with high frame rates. TFC was in the
80's(and more) most of the time. DOD Source was an issue, but I understand
that. Battlefield 1942 was very playable, however, Battlefield Vietnam was
tough.
So, Now I have this GeForce 6600 OC(Overclocked) and I can not get my frame
rates in TFC to Go above 60, According to Net-Graph.
Fps_max 100 does not seem to allow it to max out. It will hold it at 50 fps
with fps_max 50 entered, but it will not go above 60 with the fps_max 100
setting.

My settings with the video card are basically "application controlled"
except for a couple, and in particular, "image quality" which is set to high
performance.

Yes, I removed all previous drivers etc etc before installing new drivers.

I am beginning to think I need to clean the Hard Drive out with a clean
install. Rather not, right now.

Any ideas on this?
Any more info anyone needs, let me know.

It is your refresh rate, which is tying your FPS to 60 due to your monitor
running at 60hz.

You can either turn of V-sync, which will up your framerate but may produce
tears.

Or you can raise the hz of your monitor, to be honest, unless you have
motion sickness, the difference between 60fps and 100fps is barely visable,
as long as it is solid FPS.

My refresh rate is at 85 currently.

My Frame rate will fall dramatically down to 15-30 with heavy action. Not
good. Forgot to mention that.

Please keep the suggestions coming.

I have allready called BFG and it looks as though I will be doing it again.
The first call seemed a little weak though.

Er..yes, so make it not app controlled :p

Hmm, look for refresh rate fix.  Using win2k or xp?

This will depend on your settings, getting a little more ram would help
also.  I have a lesser system than you (at the moment, upgrade on thursday
wuwu :p) but I get around 50fps in CS.

Windows XP sp2

Weird, I get fps in counter strike source over 60 sometimes.

OK,

It was suggested that I delete and reinstall Team Fortress Classic.

I did that and SHAZAM!!!!

The freakin card is working correctly!!

All the games seem to be working correctly as well.

Thanks for all the ideas folks. Remember more heads are better then one.

The card was working all along, probably old driver files / config files
conflicting with the new card, it did sound like refresh problem until you
said it wasn't doing it in other games.
