Do you mean at the end of HL2? that's Dr. Breen, the (former) Black
Mesa administrator - Not the Gman You should have seen the Gman
appear on several occasions throughout the game, including the very
beginning intro sequence

At the VERY end when the fiery explosion, Alyx and everything is frozen....
GMan is there, and has a little talk with you (Gordon)...recall he plucks
something from Alyx's sleeve.
