What is no clip? Is it a different term for Godmode?
How is it activated?

noclip is sometimes known as "non-clipping mode". it allows you to
"fly" around the map, through walls & doors, outside the map... you can
move freely with no physical barriers.. free-look spectator mode in
CS:S works the same way.

to activate it, enable cheats in the console with the command:
sv_cheats 1

then type "noclip" (no quotes) to enable/disable it.

The console can be activated in the advanced keyboard options, and
brought down at any time in the game using the key in the
top-left-corner of your keyboard (beneath "esc" and above TAB)
