No, it was released in 1998.

Vivendi (Sierra's parent company) announced it as being delayed..

Valve have said nothing officially yet.. (According to various
unconfirmed emails on the Valve steam forums, Valve had no idea it was
being delayed either!)

So before everyone starts hyperventilating about this (is it too late
already?)..  Since ultimately it's Valve's decision when the game comes
out .. and *not* Vivendi's .. we can still assume it's not delayed until
Valve come out with more reliable info.

Valve kinda stuck their neck out with their assurances that it would not be
delayed, and their reasons were fairly credible. Since Vivendi is publishing
it, it's possible that they have some publishing delays that have nothing to
do with Valve - other then it would majorly tick off Valve if this is the
case. The publisher has to do the CD burning, box printing, packaging, etc.,
and maybe something has already gone wrong with this process? But you would
think they would tell Valve about it before telling the press?

If it has, it shouldn't slow things up this early in the process. Games are
on the shelves just a few weeks after going gold, and Valve still has a
good six weeks left to put the finishing touches on the game. That should
be plenty of time to handle any problems with production, especially since
Vivendi must've known HL2's claimed release date many, many months ago.
