Voice comm: team-talk vs talking to everybody

I have been using voice comm for some time now, and have no problems.
On my server with my friends, when I talk my teammates can hear me but
not the other team.  However, on some servers I can hear the other
team talking.  Is this a server configuration or a local
configuration?  How do I set it up?

Its a server configuration but sorry - I dont know how.
I do know it mucks up teamplay tho cause you cant send
a quick 'private' message to a teamate without the opposition
hearing.

There is a command called "sv_alltalk" on HL servers. Pre-steam CS
servers we setup us that command to allow everyone to see text and hear
voice comms in game.
Have used it when 3-4 people on server and we want to taunt and yell at
each other. :-)
