I have needed to reinstall STEAM but it installs and says updating then gets
to like 39% or 67% and stops...

Anyone know what is going on?....just crap servers?

Yep - crap servers
When ever a large update is released steam iznogood
Take a look here
http://www.steampowered.com/status/status.html

Just before CZ 1.1 was released you had 55000 usrs online
After the release this number dropped to below 10000
Bandwith raised from 5000 Mbps to 15-18000 Mbps

If the graphic is correct that is :-)

Europe is about toasted at the moment - the rest looks pretty ok
Looks like they have a failover/loadbalancing issue as some smaller Valve
servers is under heavy load while larger Valve servers is about iddle
