I recently put it back on and have seen something weird. I've seen guys do
this kinda crouched down scurrying about advancing behavior. They seem to
move a bit more quickly when doing it, making themselves harder targets. I
also have seen some soldiers do this during rocket jumps to the top of the
fort in 2fort. I even saw a medic scurry through the air from his fort to
the other. Now I ask...Is this a cheat? a bug? an available move? If it's
legit, how is it done? I know there are supposed to be anti-cheat features
in place now but after seeing this A LOT, I'm not convinced they work too
well :) Sooooooooooooooo whats the skinny on this?

The crouching thing sounds like Bunnyhopping. it's a bug with the engine
that they're exploiting... so it's not really legit, although some
schools of thought recognise it as a standard maneuvre.
but the jumping through the air sounds like conc-jumping. that is -
using a concussion grenade to propel yourself across the map during a
normal jump ... same kinda thing as rocket jumping, although it requires
a bit more skill with timing (and doesn't do you any damage.. except of
course that you suffer the effects of the conc grenade)

I'm familiar with conc jumping ...dont know how to do it, myself. how about
bunnyhopping with a conc jump at the same time? Because they were scurrying
through the air as seen on the free chase cam. Funny to watch. How do they
do it, anyway?

It's possible I guess... I don't know how to do it (i'm one of the
people that regards it as cheating so I don't use it).. try a google
search.

You may see the animations for leg movement on airborne players (whether
from conc jumps or rocket jumps), depending on what movement(s) they're
doing while jumping. This is normal, and is not a cheat. Concjumping
certainly isn't new, and has been around for YEARS. Same for bunnyhopping,
a technique which was used back in the original QuakeTF.
It's best not to assume people are cheating when you experience something
new.

Note that there is also a TF semi-mod out there called NeoTF which
gives additional special abilities to all the classes. One of those,
the spy, gets to generate a hoverboard that lets him fly through the
air, even when he's disguised as something else. It's possible that's
what he saw.
