Can't seem to get any further. Help!!!

Stuck in the room with a joining room seperated by bars, and a mini pool at
the bottom. Also, there is an air vent between the rooms, but when I go
thought that, I get to the next room, but can get to stairs (on other side
from ladder)

is this the room in the canals?
with the red light?
where you had to fight those flying saws?

then you have to climb up the ladder and jump to the big pipe, then walk
over the pipe until you reach the little balcony and then you're able to
enter the other room. there you have to switch the wheel which makes the
water rise...
