I had the same problem, and thought it was the steam server. It wasn't.
It turned out to be a corrupt file, but it's easy to fix.
Check your steam's error logs here:
C:\Program Files\Valve\Steam\errorlogs
and they should describe a file that is corrupt or can't be read or
something. I can't remember the exact details of the one that was a
problem for me, sorry.
Then you just need to find that file and delete it. Next time you start
steam it should work.
If you need more help, post what is in that errorlogs file.

I'll tell you what his corrupt file is: "ClientRegistry.blob". This is
by far the number-one cause of Steam issues.
Delete that and you should be good to go.

My bleary brain has just registered the G drive reference. Steam was
installed on the G drive, but since a system rebuild the drive has become E.
I've reinstalled Steam, but obviously something's still referencing the G
drive. Any ideas how I can fix this?

One (lazy) way to do it would be to change the drive letter back to G.
Right click on 'My Computer'->manage->storage->disk management. Right
click on the E drive entry and select 'change drive letter'.
Maybe not the 'correct' way to solve problem, but may work.
You probably need to completely uninstall steam for it to work on E
drive. If you did that, then steam may be leaving some entries in your
registry. You may need to regedit and remove all valve, steam entries
in there. I wouldn't do that though, coz I hate messing with registry.

joy :-(
