Exactly what it says; the codes can only be used by the server, not the
client.

If you're playing a single-player game, you ARE the server and hence can
use the codes. If you're playing a multi-player game on someone elses
server, you are the CLIENT and hence can't use the 'server side'
commands, unless of course you are running the multu-player server in
which case you can.
