"Stuck in the beginning of the game"

I have played the game Half-life2 and is now stuck in the beginning of
the game. I have reached the plaza from where you can enter precinct
6,13 and 15. The problem being that I cannot enter either one of the
precincts. There is a barrier that stops me from entering.

How can I gain access to one of the precincts, or how do I carry on
from the plaza?

You see the girl sitting on the bench? Right, press v on the keyboard
to activate voice interaction. She then escorts you to the exit. You
also give her your card and she says she loves men that make the first
move.
