Couple of questions -

Which ISP / what type of connection (USB modem perhaps ?)

If you have a USB modem, what spec is your machine ? - USB modems rely on
the host computer for their processing of the incoming signal, and games
that have heavy processing requirements can sometimes cause problems like
this on relatively slow machines (I had problems with the original HL on
a 1Ghz processor and a USB modem)

Another possibility - USB modems can sometimes draw too much power from
the USB port, which may require a complete reboot before the USB port
starts working again (its a built in safety feature on many motherboards)
- VIA chipsets were renowned for this problem, but i`ve also had it on a
board with a SiS chipset.

Does it happen as often when a game *isn't* running ?

If not, not a clue i'm afraid :-}

Can you try any other high-speed transfers up / down (ftp or http), see
if you get any strange stalling ?

If you go to the Steam site you should find some troubleshooting answer
that is close to your problem.
