I've found out practically everything there is to know about VC by now, but
there is one thing that puzzles me: "Fish fed".

I know that this is supposed to mean people that I've killed by drowning them
(and so says the FAQs I've read), but nothing seems to work. I go to the
boardwalk near the lighthouse and kick people into the water. Nothing happens.
Then I try getting into a fight with the person before knocking him/her over.
Nothing! Then I tried luring cops down there and kicking THEM into the water:
still nothing.

What the hell do I have to do?
