It's do-able.
Start the race (The Driver), and just let him go. Get rid of your two-star
by driving north a block to that bribe on the corner. Then drive just south
of the Malibu and drive around to shake any persistent cops until you lose
the one-star. When Hilary finishes, he parks on the grass just south of the
Malibu. If you're there and see him do it, the car does not vanish (but
Hilary does).
Now, the car's locked. You can't get in -- yet.
Here's the trick: PUSH it to one of your garages (like the one just north of
Mercedes' place). Use a car (gently), or just get out and push it on foot.
(Once you get it rolling, it rolls fairly easily.) Push it into the garage
and walk away so that the garage closes. Open the garage. The car is
repaired (as usual) -- AND unlocked.
It has a funny combo of characteristics. It takes window-damage if you
shoot it with the sniper rifle, but you can't get it to blow up with weapons
fire alone. It's rocket-proof. But -- it takes collision damage and
finally blows, just like any other car.
So, Diaz's Admiral is still the car to have. Unless you roll it or hit a
tank, it's essentially indestructible. You can raise holy hell in it and
keep on rolling.
But it's just plain fun to steal Hilary's car.

got it?
I wonder if it's possible to do this mission after you've bought Sunshine
Auto's and Hyman Condo. You could fail the mission 28 times and have 28 of
these things sitting in your garages.

There's no way to do this mission after buying Sunshine Autos. You can't
buy any of the mission properties until after you do the Shakedown mission,
which by necessity happens after you've whacked Diaz, which of course would
be after this mission. However, you CAN own Hyman Condos before doing this
mission. You need to get yourself to the other island somehow. (I posted a
big list of ways to do this just a minute ago in the "Side-effects of
cheating" thread.) However, the bridges will not be opened up so the only
way to get the Admiral into your Hyman garages would be either to use the
Drive-On-Water or Flying-Cars cheat, or to steal a Packer from the film
studio and use it to jump the Admiral over the barrier. The problem with
this is it requires 4 vehicles. One to jump into the film studio, one
Packer to use as a jump to get out of the studio, one Packer to jump over
the other Packer, and then your Admiral itself. Keeping all these vehicles
in memory long enough to do this trick might be somewhat of a challenge.
It's either that or you use the mod that makes all the bridges open from the
beginning...

That's what I did. I think I read that there's a way to get your mitts on
it
after successfully completing the mission, too. Diaz drives off, and you
can find the car parked around the corner -- something like that.

Don't think so. But you only need one. If you use it on a mission, just
put it in a (non-Hyman) garage again before you save.

The bridges didn't open until after the Diaz mission.
I managed to get three of his cars, in the end. It was fun shooting him
several times, too. Plus, you get four free Krugers.
It's very useful for waste the wife. Nearly caused me a problem with the
multi-assassination mission though, because I was so busy hitting the guy in
the pickup with my sentinel that I forgot I was up against a timer.

Sorry if this is a stupid question, but, what? "Diaz's Admiral"? Never heard of
this and I've played the game twice :-/ ? How do I get it. I have access to all
areas.

You need to fail the mission by stealing it and parking it somewhere. It's
bullet and explosion proof, unless you hit a tank or put it on its roof.
