I did the same thing the first time around. ;) Then I read the instruction
text more carefully, and found that forward and backward are the "9" and "6"
keys on the number pad. It takes a little practice, but once you get the
hang of it, it's easy enough.
The timer doesn't start until you pick up the first bomb, so I recommend
flying into the building and practicing for a bit. Kill all the guys (just
run into them with your blades) and find all the bomb plant locations, then
you'll be ready to plant all the bombs with plenty of time left over.

I found the life-size helicopters much easier to fly than those RC ones.
After about 10 unsuccessful tries, I skipped it and went on with the
game. Many, many missions, bosses, and pilot hours later, I came back
and beat it easily on my second try.

It's easier to remap the controls on the keypad to change the 9 and 6. I
use 8 and 5 for tilt forward and backward, 4 and 6 for the left and right
turns. Much easier to master.

That's the best way to handle the mission. After killing most of the
workers/guards, start planting the bombs at the lowest levels and work your
way up. This will save you one return trip to the 4th floor. Also, there's
a small shortcut to get from 2nd to 4th floor, simply keep going up on the
second set of stairs.
