Go to yahoo. Type in Dodo Cheat Vice City and write it down. Enter the
cheat into the game and it will have a little message appear in the
upper lefthand corner. Get a fast car and head toward a gate or road
block. Hold the right analog stick down and your car will start to fly
for a short while. Try to make it across the gate and you can enter the
the blockedoff area. Try jumping the Starfish Island gate and then
jumping the gate on the other side of it leading to Downtown.

I know cheats and I know cheetos.  I don't know cheets :)
