GTA VC is a completely new game compared to GTA III.
Please check out GTA FAQ (they are all over this newsgroup).
One of FAQ Posts (actually you can find it using groups.google.com search)
has complete list of all GTA versions.

Q: What's the naming and numbering convention of the GTA game series?
A: GTA (original; so we call it GTA1 but that's not it's real name)
GTA London 69 (add-on pack to GTA1)
GTA 2
GTA III (first fully 3D version)
GTA Vice City
GTA Sin City (rumoured, allegedly announced as the next release)
GTA 4 (many hope as a multi-player version?)
GTA VC is NOT GTA4, neither will Sin City be. Some like to call it
GTA 3.5 but they are wrong. The last variant of GTA3 will be the
last one built using the current RenderWare game engine, suitable
for PS2 and contemporary PCs.
As for GTA 4, we should probably expect a radical evolution. It may
be specific for the next generation PS3 and whatever the next 2-3
years of PC evolution will bring in terms of raw computing power.
No doubt Rockstar games are pondering what they can do to seriously
up the ante yet again before someone else does. Let's hope they can
usher in a new revolution.

as mentioned is other posts in this thread... they are completely separate
games
however... if you're trying to decide which one to buy... i'd recommend vice
city
as far as technical differences, they are essentially the same... they both
have the same engine, same graphics, same options, etc.
there have been a few new features added for vice city... including bikes,
helicopters, a plane that you can actually fly, better hideout locations,
and an 80's theme that everyone seems to love around here (i'm a couple
years too young to care, but it doesn't bug me either)
the story line is a little better in vice city... mostly because in gta3
you're working for a boss, then kill him, then another boss, kill him too,
etc... in vice city... you get sent down there to start up a drug operation
(something like that anyway) and instead you gradually take over the city
and...... nevermind
also... you get rewarded for getting 100% in vice city... this increases the
replay value a bit before starting a new game from scratch... you get
absolutely nothing for 100% in gta3
and as far as cheats go... the codes are different between the two games...
but the effects are generally the same
either way... they've both received a perfect score on the game review page
of my little personal site... so you won't be disappointed with either of
them
or on the other hand... just get both :)

GTA VC is the fourth game of the series. Shoulda been called GTA4.
If George Lucas had had anything to do with it, it would have been called
GTA 1, having been preceded by GTA 4, GTA 5, and GTA 6 ;-)
Thankfully, that's not the case.

very true... if london was an add-on pack for gta1 then it's acceptable...
but if they wanted "vice city" in the name it could have at least been
"GTA4: Vice City"... probably would have cut the newbie posts in half on
here
as far as george lucas goes... it's no wonder that i was never really
interested in episodes 4, 5 and 6 when i was a kid... i missed the first
third of the series... and now he probably isn't gonna make episodes 7, 8
and 9... he should just completely re-make the originals now (totally new,
not another digital touchup version) and then finish it with the last
three... that way you could have the complete set of it that would be
uniform in its technology and (possibly) some of the actors

Also Vice City features places you can enter such as malls, markets,
strip clubs, dance clubs, etc. It also has a race track that you can
race on. In Vice City you can buy property to "live" at or make money
from. There are more cars in Vice City and you also have the ability to
shoot tires out and shoot people through windows.

The announcement of Sin City took place on April 1st. Thats April
fools day. rockstar then said that it was a joke. Probable next is San
Andreas (The only original city from GTA1 left 2 do in 3D), but thats
still rumours. The screenshots of San Andreas u might see are fake,
banged 2gether in Photoshop.

That's a shame. Sin City, if based upon Frank Miller, would be unbelievable.

It's in the Northeast corner of the island with the airport.

The airport is in the southwest portion of the western island.
The race track? There's a dirt track on the north end of the western island.
And an indoor track at the arena, at the northwest end of the western
island, near Hyman condo.

I'm sorry I had a brainfart! I meant to say that it is in the the north
western part of the island with the airport- it's a giant forum, but you can
only enter at 8:00 pm if I remember correctly.

The racetrack/dirttrack/dome is located at the Stadium downtown.
Everytime your clock hits 20:00 it will open and there will be a sign
above the doors that tells you the event for that night. The Dirtring is
a motorcycle relay kinda event, the Bloodring is a car battle, and the
Hotring is the racing event like Nascar.
