Don't think so. Finishing level 12 should make you "fireproof" and count
toward 100%.
Unless you're a masochist and just haven't had enough. I had had PLENTY by
the time I finally survived level 12.

Yeah: the Hunter helicopter. Some people prefer a tank. Not me. The tank
can rack up stars against you too fast and get you busted too easily. The
Hunter is less apt to get you into legal trouble, and when you do get a
couple of stars, you can easily buzz through a bribe (like the one near
Sunshine Autos).
But wait until you have easy access to the Hunter. Pick up all 100 hidden
packages (carefully and sequentially, using a guide, so that you don't miss
some and have to check all 100 again to find out WHICH). That'll make it
spawn at the military base. Wait until the police uniform is available at
the southern police station on the eastern island (after you free Cam, I
think, during the Malibu missions). The police uniform will let you onto
the military base without getting shot to hamburger. Or, save the
Vigilante-ing until after you've finished the main story missions; the
Hunter will spawn on that helipad at the southern tip of the eastern island.
I had the best luck doing the Brown Thunder missions near the airport, on
the western island.
Hunter "Brown Thunder" Vigilante missions are the way to rack up a bazillion
dollars, too. Past a certain point (probably about level 12), the missions
don't get any harder. Get up to level 150 or so, and you'll make millions
per level!

Indeed. I went from about 3,000 points (ronin, IIRC) and $1.5 million to
Butcher (11,000 points) and $25 million in one pleasant, low-key evening of
Hunter flight. I got bored and quit around Level 115, but I'll probably go
back to it this weekend sometime. I'd like to hit lvl 200 or so at least.

I was at this casino minding my own business, and this guy came up to me
and said, "You're gonna have to move, you're blocking a fire exit." As
though if there was a fire, I wasn't gonna run. If you're flammable and
have legs, you are never blocking a fire exit.
