I'd kill them and new ones would pop back up in the exact same spot. I just sat there and kept shooting. Kind of boring actually. That happens a lot, once you start to rack up the vigilante levels. I've done it a few times and the "weird zone" you mention can be anywhere, it seems. I did, however, kill one of my save games by doing too many levels. My save game wouldn't load after I reached over 500 using the Hunter. Assuming you start a $0, it only takes 391 levels to max out the money.
