Can't beat this mission. It is less an issue of the cops than that in
the time allotted I just can't wreak that kind of havoc-- mostly becuase
there's no one in my area to wreak havoc on and there isn't time to
drive from area to area to get the chaos meter up. What am I missing?

Use the minigun. Make the wanted-level to at least 3 stars. When a
helicopter shows up shoot it and dont stop shooting it even when it is
already going down. This always works for me.

I like the minigun. I use the stairs to the hideout and the high ground for
cover. This also provides an easier access for escape when the meter is
filled.
Just shoot anything and everything that moves or breaks. At the beginning
you have the Angels and the PCJ plus all other traffic. Start moving
towards the hideout because the cops are on their way if not already
providing more fodder for fun. Back up the stairs while blasting any
opportunistic targets. Kill as many helicopters as possible.
I have pegged the meter before ever getting to the stairs. Other times the
timer is exhausted before the meter is full. It all depends on what the
game provides for targets.

Vice City for PC. I never had much luck shooting down helicopters
with the mini-gun. I think they know enough not to get close.
Bullets seem to be more powerful up close. A single Sniper Rifle shot
to the blade rotor can bring down the helicopter. This is just below
where the blades cross above the body of the helicopter. It's not
always in view.
The only relatively reliable way I've found for this mission is to use
the Tank. Get 90 packages or 6 stars and steal one. I usually store
it at Sunshine Auto because the Pay 'n Go is right there along with
the garage. Just blast everything with the Tank and the stars and
chaos meter should roll right up. Just don't stop or slow down too
much or you will get Busted.
I played this over and over on foot and would lose by getting Wasted
or running out of targets and time. I did eventually do it just with
hand weapons, but it took a lot of tries :)

If you drive to the paint shop just around the corner there is an overhang
you can stand under. Get under there and shot anything. Cops will come in
cars and helicopters. The over hang means the helicopters cannot shot at you
but you can get to them and no cop can get near you if you use a good enough
gun. Keep going until you run out of ammo that way you get more points for
your rating. Then jump in your car and drive straint into the paint shop.

Shooting cars of any kind is good too. It took me a while to do this one too.
When I finally got it I was killed afterwards but took the hospital visit
anyway. Though it was fun, for sure.

All you have to do is take an automatic weapon and blow up one of the bikes
near the starting point... keep shooting at it even when it's a burned-out
mess, you're meter will still rise- mission passed no problem.

Weird, I just rode bike to nearest intersection and blew up all cars that
came plus killed all people there. Worked from 2nd time =)
