Have you tried walking in to the door at your safehouse?
Start a new game and drive 8-Ball to the safehouse for a change of
clothes as usual, then drive to Luigi's club nearby.
When this is done, you're now free from a mission and able to save. Go
back to the safehouse and walk in to the doorway. The game will
automatically cut in and bring up the save menu.
By the way, whenever you'e on a mission the door will be closed to
prevent you from saving.

Shame the manual doesnt make that clearer.

The game does have a tutorial system, but saving was simplified in
later games with save icons.
If you have any other questions I'm sure someone on will be able to
help.

I thought the info screens that pop up early in the game explain this?
It's been a while since I played GTA3, though.
