You can use one of the Sparrows from one of the other Chopper Checkpoints
for this mission. Just take one, let the timer run out, and land it where
the Downtown one should be parked. Get out and get back in, and sometimes
the mission will start. You may have to try this a few times, and try
landing it in slightly different positions. I have successfully done this
several times.
This also works before the mission becomes available but after the other
Chopper Checkpoints are available. (The other 3 are available a lot earlier
than the Downtown one, which won't normally be available until after you
finish G-Spotlight).
Note that I am using the original PC version of the game. No idea about
console or later PC versions.
