Strange. I always have my driving skill maxed before the story lets me
out of Los Santos/Red County - probably helps that I always do the taxi
side mission and before each mission do a circuit of LS to get the MP5
pickups (on top of the Jefferson Motel, north of that on the main
northern road and at Unity Station), plus the two AK-47s and silenced
pistol in the western portion of the city.

I personally hate driving anything in GTA that has more than two wheels,
so my driving skill would probably never max out. Hopefully the GTA IV
vehicles won't suck as much.
