Driving school is the hardest school to get all golds.
For Burn & Lap it's all about doing tight turns, your front wheel should go
round very close to the cone (you can even nudge them a bit without
incurring damage penalty).
The way I usually do that is by holding full throttle all the time and just
use the handbrake to initiate turns.
The standard camera angle might make it difficult so try experimenting (I
prefer the close in view, others 1p. view).
If you are on PC turning Frame-Limiter OFF will make that test much easier.

City Slickin' is easy once you got a decent route, - the 100s. time limit is
fairly liberal.

Thanks man. Never would have thought about turning off the frame limiter.
I'm not even sure what it does. It helps with my dance score while it's on,
though. What is it there for anyway? To keep from overheating the gfx card?

Frame-Limiter forces the game to run at a fixed 25 fps (max), with it
turned OFF the game runs at varying higher fps depending on gfx detail and
system
specs.
Some aspects of the game depends on a constant 25 fps for accurate (as R*
intended) physics model and timing.
With a decent system you can get much higher fps and screw a bit with the
game.
With the Burn and Lap test the timer simply gets slower relative to car
speed, - so it's kinda cheating lite.
Higher fps also has some effect on vehicle handling, - higher fps means that
a car won't roll as well so you want frame-limiter to be ON for the Alley
Oop test.
It also has drastic effect on boats and parachutes, - so the 1st boat school
test and the parachute test gets much easier with it OFF.

High driving skill might help too. I jusr went through driving school a few
days ago and got gold first time on B&L - something whick has never happened
before, but I've never tried it before with so much skill acquired.

It took me a dozen or so tries to get gold on this one, this time. All those
pesky drivers turning without indicating. The route I use both ways is
similar to Orion's return leg, you just have to be careful with the
handbrake turn at the corona as it sometimes thinks you've "stopped". Just
tried it again to get a comparison time (I couldn't remember from a few days
ago)) and got 89 seconds dead, and then 85.34 seconds. Just remember to stop
the car (abandon the race) if you hit anything more substantial than a
lamp-post.
The only ones I really struggle with are alley oop and wheelie weave.
