I thought of that, but the corrections he made had me thinking it was skill
instead of some kind of cheat. I have no doubt there are some players who
are that good, but I sure ain't one of them. On the other hand, I'm not
sure that loop he did was possible without messing with the game's physics
a bit.
It was also obvious he was using a mouse, and I'm strictly a gamepad guy.
my accurace suffers because of it, no doubt, but the game is just no fun
for me otherwise.
I've never seen that pickup before, and surely if it existed in the
unmodded game I would have run across it by now in the two years I've been
squirreling around SA. That thing stands out like a neon sign. No way I
would have missed it.
If you ever find out the mod, please tell us. I'd love to know what that
pickup does.

It's a repair icon/pickup - restores your vehicle to full 'health'. (I
guess any mod that uses the map editor could have 'em in there, along
with the nitrous pickups.)
As to doing that loop - I'm not much for stunts, really, but there's
some races in MTA:SA where you've got to do that stuff, and I've been
surprised at how little run-up you need with, for example, the
Sanchez, to 'stick' in a pretty good-sized loop. So, I wouldn't write
that one off as a cheat. (MTA doesn't mess with the physics engine, to
my knowledge.)
