In general the better graphics and speed of a typical PC as opposed to a
console make it the better GTA experience. However, in the past you have
had to wait for that better experience. GTA titles typically came out in
October on the consoles (PS2 to be specific) and everyone else had to
wait until spring or early summer for the pc/xbox version.
Now, there is less of a graphics advantage for the PC (though still a
significant one IMO) when the newer consoles are paired up with an HD
television of some sort. Old SD tvs were limited to 640x480 resolution,
now HD tvs are capable of resolutions up to 1200some by 1080 (can't
remember the horizontal number off the top of my head).
In the past Sony had an exclusivity deal with R* so that new GTA titles
were on the Playstation for XX number of months before being ported to
other versions (the Oct-May/June window). This time around IV is being
released at least on the xbox360 and the ps3 at the same time. I would
like to see a PC version released at the same time, but I haven't been
able to find anything from R* to say one way or the other (personally I
think they might skip the PC version or delay it after that mess with
"hot coffee", but that is my own speculation only).
Personally I think I will enjoy IV on the PC more than any console, but I
am a gaming snob and I like cranking the resolution to the max and I
think that for nearly every aspect of the game a keyboard/mouse combo is
better than a controller (and it's easy to plug in a controller to use
for flying). That said, unless they release a PC version in October I
will be getting one of the consoles necessary so that I don't have to
wait until spring/summer to play it.
If you don't have a HD setup of some kind, I'd just wait for the PC
version. If you do, <shrug> it's up to your wallet and your ability to
wait.

That's a good question. Considering they are both just fixed hardware
PC's basically I would expect there is a way. The xbox360 especially...
I don't have either a 360 or a ps3 yet, I am still trying to figure out
which I am gonna get. It would depend on what sort of output there was
available for the consoles.

"Standard VGA connector" so I would think that it would work with a
monitor. I'd expect the same sort of thing to be available for the ps3
as well. Come to think of it, most of the time when I have seen either
console hooked up in a store it has been to a monitor of some sort.
The only question I'd have is whether that is the right end of a VGA so
that you could plug a montor in it. The picture looks like it's a male
connector, and I am too lazy to dig under the desk and see which end you
need.
