After walking around the sewer pipe and having Cholos mess with me, it
worked. Took about 5 minutes. What triggered it was me walking towards
the fence(east?) and boom, the "welcome to vice city" screen came up.

So I spent a good 3 hours getting 92 out of 99 balloons popped. :) The
remaining ones needed a sniper rifle due to range. Yes, I used the
gamefaqs map. I felt bad about it, but....

I took a boat back to my 1st island with a whole bunch of weapons at my
service.

Where about's is that? It's not the one near Escobar Intl. is it?

In another post I mentioned: Get an Empire site and save, that way you
can do the USJs and Rampages too.

Wah? No helicopter? A Maverick will just about fit in the Bayshore
Avenue safehouse but it's a PITA trying to get it in and out all the
time.

Cheers,

That's the one. I tried again today, but no luck.

That I did not know. I didn't want to push my luck, corrupting a save or
something.

No helicopters spawned at all.

I did see a video of some chap doing the warp you mean, I think it
might have been fixed in the PS2 version (IIRC the video clearly shows
the PSP version).

If you read my other post on Empire sites, then you'll know not to buy
them all at once. Only buy an Empire site that you've already completed
the missions for. On the western island the only missions you can
access for an Empire site are prostitution, loan sharking and
protection. Do NOT be greedy and try to take over the 28 sites that you
could claim, it'll totally screw your game up.

Go to the police HQ at Washington Beach (It's really easy to find) and
a VCPD Maverick always spawns on the roof.

By the way, has anyone else noticed that the vehicles in VCS seem to
spawn a lot quicker than in previous games? There also seems to a much
shorter distance for re-spawned vehicles too. Do one of the PCJ
playground missions and travel a block down the road. 99% of the time
there'll be a fresh PCJ waiting for you.

<That said, I *really* hate VCS for deleting your user vehicles when
you watch an opening mission cutscene. Some missions are really easy
when you have a helicopter, and the game will hate you for it).

It wasn't fixed in the PS2 version, for I was able to do the warp a
first time.  I just wish I knew the sweet spot.

Vehicle persistence is odd in this game. I dropped a PCJ off near the
medical center, and did levels 11-15 in paramedic. The PCJ stayed
there the whole time. A 2nd ambulance showed up after a short time.
Yet, un-garaged vehicles disappear if you do a save at your 1st
safehouse. Taxis seem to disappear once you walk away from them and
turn your head away.

I noticed it eats a  vehicle if you park it too close to the mission
marker. Put it on the street, and it often will leave it be. Case in
point: you'll see the vehicle in the occasional outdoor cutscenes.  In
"hose the hoes", I could see the firetruck I parked right on the
street to save time.
